What is HSTP?The Human Services Transportation Plan (HSTP) program aims to assess current transportation services, identify the needs of individuals with disabilities, older adults, and people with disabilities, and establish goals and strategies to meet these needs. The program is driven by the overarching goal of ensuring coordination compliance with federal and state policies to secure funding for safe, affordable, and reliable human services transportation options in the community. The McLean County Regional Planning Commission (MCRPC) is the lead coordinating agency responsible for Human Services Transportation Planning (HSTP) of the rural areas of Region 6. 2024 HSTP Region 6 PlanIn 2024, McLean County Regional Planning Commission updated the Human Services Transportation Plan (HSTP), specific to the rural areas of Ford, Iroquois, Kankakee, Livingston and McLean in Region 6 The plan is funded by the Illinois Department of Transportation (IDOT) and specifically addresses the public transportation needs of the disadvantaged rural populations including seniors, individuals with disabilities, veterans and people with low income. The updated plan was adopted by the HSTP Region 6 Policy Committee on Monday, June 14th, 2024.

Joint Technical/Policy Committee MeetingsThe HSTP Region 6 Joint Technical and Policy Committees concentrate on the unique challenges for rural public transit and non-profit agency transportation programs, and focuses goals on meeting these distinct needs and effective coordination with urban area services. MAJOR CHANGES HAVE OCCURRED
Major changes have occured in regards to service provider coverage throughout Region 6.
- Effective January 2, 2026 at 6:30 PM, CRIS Rural Mass Transit District will no longer be offering rides in Iroquois and Vermilion Counties. For those who have paid in advance for rides, CRIS RMTD will provide reimbursements. Riders should seek alternative transportation services.
- Connect Transit, through it's new service called Connect Go, will be the new rural public transportation service provider for rural McLean County, replacing SHOW BUS.
- Effective October 2025, Futures Connections will be the new public transportation provider for Livingston County, replacing SHOW BUS.
- Effective February 2026, Futures Connections will be the new public transportation provider for Ford County.
- SHOW BUS will continue to be the public transportation provider for rural Kankakee County.
For more information or to book a ride with Connect Go, call Connect Transit Customer Service at (309) 828-9833, Monday through Friday, 8:00 AM to 5:00 PM. Reservations must be made by 12:00 PM, one to three weekdays in advance. There are no same-day bookings. Rides will TEMPORARILY be fare-free. There is currently NO weekend service. For more information or to book a ride with Futures Connections, call (844) 842-2003. Reservations should be made a least 24-48 hours in advance of the ride. There are no same-day bookings. There is a $2 flat fee per day for rides within the county and a $5 flat fee per day for rides outside the county.
