Transportation Technical Committee

The Transportation Technical Committee guides the development of transportation plans, the annual update of the Transportaiton Improvement Program, the MCRPC annual Unified Work Program, and other required elements of the MPO’s work. In addition, the Technical Committee makes recommendations to the Policy Committee to inform their action on MPO decisions, management, and programs.

Transportation Policy Committee

The Transportation Policy Committee conducts the final review and approval of the work done by MCRPC in its role as the MPO for the area. This includes adoption of transportation planning documents, contract approvals, and decision-making regarding regional transportation policy. To best serve the policy decision process, this committee includes elected officials as representatives of the participating jurisdictions.

Transportation Advisory Committee (TAC)

The Transportation Advisory Committee (TAC) consists of representatives from local transit providers, instututional and non-profit organizations. Institutional/non-profit agencies provide transportation services to agency clients, people with specific needs and sometimes to the general public, and social service agencies working within these communities. This group of providers and agencies includes:

  • Homes of Hope
  • Faith in Action
  • Carle BroMenn Adult Day Services
  • LIFE Center for Independent Living,
  • East Central Illinois Area Agency on Aging
  • YWCA of McLean County

The Transportation Advisory Committee is a forum for cooperation and the exchange of vital information between all of its members.  In recent years the group has coordinated mandatory training for drivers and other personnel,  arranged shared or contracted service, coordinated service with the public transit providers, and worked together to adapt to changing state funding and program requirements.Transportation Advisory Committee Forum

The Transportation Advisory Committee is the first step for agencies seeking grants from the annual Illinois Department of Transportation Consolidated Vehicle Purchase program.  This is the only IDOT grant using federal funds for transportation programs keyed to seniors, people with disabilities, non-emergency medical transportation and other needed paratransit services.  The CVP process allows agencies to apply for replacement and expansion vehicles to provide their services, having met certain criteria to support their vehicle needs.  The TAC reviews and endorses CVP applications, and refers their recommendations to the Transportation Technical Committee.  The Technical Committee forwards approved applications to the Policy Committee for final action and referral to the IDOT Office of Intermodal Project Implementation for consideration.

Significant impacts on operations have resulted from the state’s attempts to introduce statewide managed care operations, which often include transportation within the framework of the Americans With Disabilities Act.  The TAC participants, particularly the smaller agencies, are now required to conform their contracting and audit procedures with the Illinois Grant Accountability and Transparency Act (GATA).  Discussions within the TAC have assisted Committee members in responding to the technical process created around the GATA legislation.

HSTP Region 6 Joint Technical & Policy Committee

MCRPC provides coordination and administration for the rural Human Services Transportation Plan (HSTP) Region 6, a five-county area including Ford, Iroquois, Kankakee, Livingston, and McLean counties. Tasks include coordination with county transportation committees, ongoing public involvement activities, continued surveying of service providers and users, and updating of the plan document. The Region 6 Technical and Policy Joint Committee concentrates on the unique challenges for rural public transit and non-profit agency transportation programs, and focuses goals on meeting these distinct needs and effective coordination with urban area services.

The new joint rural and urban area plan will reach out through the Region 6 Joint Committee and the Bloomington-Normal and Kankakee urban transit providers. 

The HSTP Region 6 Joint Technical & Policy Committee meets six times a year or as required at 10:30 AM, at the histoic Livingston County Courthouse, 112 W. Madison St, Pontiac, IL 61764.
