MCRPC is seeking proposals from qualified consultants or consulting firms for the development of the Go:Safe Action Plan Update, funded partially by a federal Safe Streets & Roads for All (SS4A) planning grant. Adopted in April 2021, the original Go:Safe McLean County Action Plan was a Vision Zero-focused transportation safety plan.  This Plan Update covers the Bloomington-Normal Metropolitan Planning Area with application of SS4A principles and practices, and implications to the rest of McLean County where feasible.  It shall contain scope elements modeled on the essential action plan components defined for the SS4A program as promulgated by the U.S. Department of Transportation.  Deadline for receipt of all proposals is Monday, February 24, 2025, at 2:00 p.m. (CST).  The RFP is available here; and may be obtained in the office of MCRPC.  Call 309-828-4331 or email [email protected] with inquiries. 

 

The Go:Safe Action Plan Update" FAQs: 

1. Q: How does MCRPC anticipate recent changes in the federal government’s attitude towards DEI-related activities (namely Executive Orders 14091 and 14092) impacting this project and its funding, most especially scope item 5? What is the risk that these or future actions will jeopardize project funding.

A: Unless advised otherwise by relevant federal agencies, MCRPC anticipates working with the to-be-selected consultant on this project including Scope Item 5 in accordance with the SS4A grant program issued by USDOT.  We understand that many of the recent Executive Orders are already subject to legal challenges.  The risk to future project funding is uncertain at this time. 

2. Q: What local data does MCRPC have to identify underserved communities to replace no-longer-accessible federal data like the EJ Screening tool?

A: MCRPC and McGIS each collect, maintain and update extensive data which may be adaptable to this type of analysis. This also assumes continuing  access to U.S. Census data that is the basis for many of the federal departments’ tools for identifying disadvantaged areas.

3. Q: Scope item 8 requires developing a “process for ongoing program review and accountability.” We understand this to mean accountability to the granting body and funding recipients, members of the GSTF. Correct? Anyone else?

A: Correct. The Go:Safe Action Plan requires that the local municipal governments commit to the establishment of a Go:Safe Task Force to manage implementation of the safety plan, guarantee transparency with respect to achievement of adopted goals and promote plan updates.  Participants in the coordinating body will include the City of Bloomington, Town of Normal, County of McLean, MCRPC, IDOT and the FHWA.

4. Q: Will data from the Re-envisioning Veteran’s Parkway be made available to the project?

A: Yes, if appropriate and relevant.

5. Q: We kindly request MCRPC accepts electronic submittals via email or secure file transfer for responses to the proposal.  At a minimum, we would like to request the acceptance of electronic submittals with corresponding tracking information to be deemed responsive in case the hard copies are delivered after the RFP closing period.

A: Under Section 1. B. Submission in the RFP, one electronic copy of the complete proposal is required anyway.   That electronic copy can be delivered via email.   For the two required hard copies of the proposal, late delivery would be acceptable as long as the proper corresponding tracking information can be provided (or emailed) in case the hard copies are delivered after the deadline.
