B-N Metropolitan Long-Range Transportation Plan 2050

The Metropolitan Long-Range Transportation Plan is a guide to thinking past the present day and realizing the transportation system our future neighbors will need and want. The planning process involves stakeholders such as local government, service agencies, and public and private transportation providers. The public is consulted, through residents, institutions, and enterprises for whom the transportation system is essential to their interests. The plan considers transportation for Bloomington-Normal and McLean County adjacent to the growing urbanized area and beyond. This is the core planning document for transportation in the region, and the foundation upon which shorter-term plans and program decisions are made.

MCRPC considered and unanimously adopted B-N MLRTP 2050 at the October 28th, 2022 Policy Committee meeting.  The Adopted B-N MLRTP 2050 with Appendixes 1-8 are available below.

What is MCRPC's Metropolitan Planning Area (MPA)?

What is an Metropolitan Planning Area or MPA? An MPA is determined by an agreement between the Metropolitan Planning Organization (MPO) and the Governor. MPA boundaries must at least encompass the entire urbanized area of a community, as defined by the Bureau of the Census, but can be extended to include more land to encompass the entire metropolitan statistical area (MSA), as defined by the Office of Management and Budget. The MPA must be contiguous, which means all the land must be connected (Source: 23 CFR Part 450 Subpart C). In McLean County, the MPA extends encompasses the urbanized area of Bloomington and Normal as well as Downs and Towanda.
